On February 26, 2025, the European Commission proposed several changes to the Carbon Border Adjustment Mechanism (CBAM) aimed at simplifying its implementation and reducing administrative burdens. The key updates are:

  1. Introduction of a De Minimis Threshold:A new exemption is proposed for importers bringing in less than 50tons of CBAM-covered goods annually. This change is expected to exclude approximately 90% of importers, primarily small and medium-sized enterprises (SMEs) and individual consumers, while still covering around 99% of the emissions targeted by CBAM.
  2. Simplified Compliance Procedures:For importers remaining under CBAM’s scope, the proposal aims to streamline compliance by:
  • Simplifying the authorization process for declarants.
  • Easing the calculation methods for embedded emissions.
  • Improving the management of CBAM financial liabilities.

 

The European Union is taking another step towards sustainability—starting August 12, 2026, the new Packaging and Packaging Waste Regulation (EU) 2025/40 will come into effect. This directly applicable regulation aims to establish harmonized requirements across the EU and promote circular economy principles. The changes are significant:

✅ Uniform EU Requirements – Replacing various directives, this regulation ensures consistent application of national laws and eliminates discrepancies between Member States.

📦 Additional Costs for Suppliers – Third-country suppliers will need to invest in new packagingtechnical documentation, and conformity assessments to comply with EU standards.

🔍 Stricter Controls – Customs authorities will enforce compliance, ensuring that all imported packaging meets the new standards. This could lead to longer inspection procedures and supply chain disruptions.

🏢 Exemptions for Small Businesses – The regulation introduces simplifications for SMEs, but the exact thresholds are yet to be defined.

♻ Strict Recycling Requirements – From 2030, all packaging must be recyclable or risk being banned from the EU market.

While these requirements may entail additional investments, they are expected to boost the recycling industrycreate new jobs, and drive innovation in sustainable packaging solutions.

 However, there are concerns that implementation costs could increase end-product prices and create barriers for non-EU suppliers.
