The UK has introduced digital ATA Carnets, or e-carnets, as of 1st June 2026, in line with the EU Member States, Norway, and Switzerland, which have released their digital versions of the Customs procedure.
The ATA carnet (from the French and English terms Admission Temporaire/Temporary Admission) is an internationally recognised Customs document designed to simplify the temporary import and export of goods for business, professional, or cultural purposes in over 80 signatory countries that run the procedure.
From June, the ATA carnet process moves from paper to a secure digital format that will be accessible to download on mobile devices. This will allow businesses moving their professional equipment, goods as samples, or goods for trade exhibitions temporarily across borders, as well as Customs intermediaries, to download carnets, prepare declarations, and receive confirmations electronically.
There will be a transition period during which both digital and paper carnets can be used, depending on the journey taken and destination. Issuing Chambers will advise users whether a paper or digital carnet is appropriate. All paper carnets issued before 1st June 2026 retain validity.
