Huck Nets (U.K.) Ltd design, manufacture, install and maintain a range of netting for a wide range of sectors including industrial, environmental, animal and bird, sports and leisure and play. They have complex supply chain that includes imports of materials and components from several customs territories and also export their products all over the world to markets with preferential trade agreements and those without. Huck Nets wanted to ensure that they were declaring the origin of their goods correctly at export and that their customers were benefitting from reduced or zero import duty where possible.

The International Trade Consultancy visited the sites at Clay Cross and Bridport to fully understand the products, supply chains and manufacturing processes.

Stage one involved reviewing the HS codes for each of the materials and parts that are used to manufacture the nets including their origin and value. This information was uploaded to Huck Nets’ system to generate an accurate Bill of Materials that can easily be amended when suppliers / origin changes.

Where the UK has a trade agreement with an export market, the correct rule of origin for each product was identified and where there is no trade agreement it was necessary to establish the non-preferential rule of origin.

It was then possible to draw up a matrix with all the necessary information needed to calculate whether the nets manufactured by Huck Nets comply with the rule of origin for each export market, and, where they didn’t, what the origin of the final product should be stated as on the commercial invoice.

In addition to the matrix a detailed report was provided explaining the methodology for the origin project and advising on a number of other import / export issues identified during the site visits. These included;

  • HS Code recommendations
  • Improvements to the commercial invoices
  • Best practice regarding digital filing and storage of documents relating to imports and exports
  • Export Licenses – a separate investigation was carried out by The ITC to determine if one of Huck Net’s products need a dual-use export license
  • CBAM reporting for EU customers
